The International Maritime Organization (IMO) will hold the 110th session of the Maritime Safety Committee (MSC 110) from June 18 to June 27 in London, UK.
To help Taiwan’s shipping industry stay abreast of the latest international trends,the CR Classification Society (hereinafter referred to as CR)
has prepared a summary of the key points of this meeting for industry reference.
To enhance the safety of pilot boarding and disembarkation, the meeting is expected to adopt an amendment to the International Convention for the Safety of Life at Sea (SOLAS).
The amendment will require all newly installed pilot transfer arrangements after January 1, 2028, to comply with the new standards adopted at this session.
For equipment installed before this date, modifications or adjustments must be completed before the first statutory inspection after 2029 to meet the new standards.
For ships not subject to SOLAS Chapter I—such as cargo ships under 500 gross tonnage—the new standards must be met before their first statutory inspection after 2030.
The amendment also explicitly prohibits the use of mechanical pilot hoists.
CR noted that as global shipping gradually shifts towards low-carbon and zero-carbon emissions, the meeting will continue to promote emerging technologies and alternative fuels, including biofuels,
wind propulsion, and lithium-ion batteries. The regulatory framework is mainly intended to ensure that while ships achieve net-zero emission goals,
operational safety and the personal safety of crew members are also maintained.
CR emphasized that the meeting will also continue to review the draft Maritime Autonomous Surface Ships Code (MASS Code). According to the latest roadmap, if consensus can be reached on various issues,
the non-mandatory MASS Code is expected to be adopted at the MSC 111 session next May, and will likely become mandatory from January 1, 2032.
